Police investigate after man shot and killed at DeKalb Co. apartment complex

DEKALB COUNTY, Ga. — A man has died and two people are charged after a shooting at a DeKalb County apartment complex on Saturday morning.

Officers were called to the Haven on Peachwood apartments on Peachwood Circle just off Interstate 85 at 7 a.m. to reports of a shooting.

Police identified the victim as 47-year-old Kirwin Hinds.

Investigators have charged 33-year-old Otis Blakes with murder and 28-year-old Christopher Blakes with Simple Battery in the incident.

Several of those residents told Channel 2’s Cory James Hinds was trying to put a boot on a car, something those residents say happens in the complex all the time.

Signs telling people that their vehicles can be booted for not having permission to park on the property are placed all over the complex.

Apartment residents told James that they never imagined anyone would get hurt.

James spoke to Necey Lewis, who lives in one of the apartments.

It’s really sad someone was just doing their job, you see them out a lot," Lewis said. “I just hate it happened, if came to that.”
