“I wanted to share that we have contacted the franchisee of this independently owned franchise location in the U.S.,” said a spokesperson for Little Caesars. “The sign has been taken down and the manager has been terminated. This does not represent our policy.”

Caleb Marsh, the general manager of the takeout location on Stone Mountain Highway near Snellville, apologized by email Sunday. He said he was deeply sorry, and it was no one’s fault but his own.

“I’m sorry for making people unsafe, angered,” he wrote. “I’ve taken some days to reflect on myself and what I did, and it was not remotely right of me to do. My only intention was to keep people safe, prevent loitering.”

Channel 2 Gwinnett County Bureau Chief Matt Johnson spoke Thursday with Marsh, who initially defended the decision. The sign in Spanish translated to, “No eating or loitering in the store. Any suspicious activity will be reported to ICE.”

Marsh acknowledged that loitering happens but downplayed its significance.

“It’s not really a problem, but it does happen. It is a frequent thing, but it’s not like a huge problem,” he told Johnson on Thursday.

After the interview, it was changed to, “Anything suspicious will be reported to law enforcement.”

Minerva Solano, a customer who noticed the sign, described it as intimidating.

“It was most like, like a threat,” she said. “It’s mostly a threat towards the minority community.”

Solano also expressed concerns that the sign could lead to discrimination.
