Channel 2 Gwinnett County Bureau Chief Matt Johnson reported on the suspect being accused of the same thing last year at a Target.
Police caught him last week in a parking lot when staff told them they saw him do it to even more women.
Body camera video shows the moment officers cornered 24-year-old Jae Ross after they say he put his phone under the skirts of three women.
“Stop. You’re going to get tased. Stop. Hands behind your back,” the officer says in the video.
The officer watched on Walmart monitors, and an employee replayed video of Ross appearing to crouch and put his phone underneath women’s skirts.
Police say Walmart staff had a reason to watch Ross the moment he walked through the door because they’d already banned him last November.
“And they actually did it for Walmart nationwide,” said Suwanee Police Capt. Robert Thompson.
Last November, Channel 2 reported on Ross’ arrest at the Target on Lawrenceville-Suwanee Road in Gwinnett County.
According to the police report for the pending case, the suspect said he “has urges then acts on them.”
“It’s absolutely alarming,” Thompson said. “And of course, that’s why we take it so seriously when so many officers respond to the scene.”
A judge granted Ross a $7,000 bond after police charged him with a felony for illegally recording the women. He was in jail for a couple of days.
Thompson says trusting your instincts can help protect against those who hide in plain sight.
“If you feel a presence that close to you there’s no problem calling law enforcement or going to store management if somebody’s acting strange inside of a store,” he said.
